I have a signal that is backing up past two unsignalized intersections. The area is in the downtown so I have programmed for pedestrains through out the system.

Here is my issue - the peds will not always cross the street at the unsignalized intersections. The signal upstream will dump the cars and then the vehicles will not proceed through the unsignalized intersection because there is a ped "waiting" to cross. Meanwhile the signalized intersection is sitting empty on one approach.

I end up with gridlock and runs that I can not use.
How do you get around this?
