I would like to know if there is a way to dedicate a single lane approach as left/right turn only with no through movement? When I input the lane usage as a through/right/left shared with no through volume it is displayed properly in SimTraffic but the approach delay for the opposing left turn is not calculated properly.

It sounds like you have coded the shared left/right correctly. For the opposing left, the analysis assumes that vehicles have to yield to opposing rights. Therefore, the permitted left will take this into account. You can see the values used for the permitted left in the Permitted Left report.
