Is there any way to add text/shapes to a SimTraffic Network?

No way in SimTraffic to add this. However, it can be added to a background image. Then, when you import the background image in Synchro, this will show up.

Thanks. I'd actually like to put something OVER the SimTraffic Network. Any way to do this?

No, I'm afraid the SimTraffic network is always on top. You might try going into the Map Settings and uncheck some items. When you uncheck, the item will appear transparent.
