i always get confuse with this. should i use average queue to design storage length or 95% queue? what is the difference? i am looking at queue from simtraffic results. thanks.

For simtraffic
95th Queue- 1.67*Stad Dev+Avg Queue (as observed in the simulation)
Avg Queue- avg of max queues in the simulation
95th queue may not be observed in the simulation. This is why your 95th queue can be longer than max queue.
Max Queue is the maximum queue in the simulation.
Every jurisdiction has its own policy for queue standard.
