In the Help File, it says that Trafficware was investigating new fuel and emission models. Has this investigation been completed?

The answer I'm looking for is how accurate the emissions calculations are. I see that they are simplified rates based on an unpublished letter to the FHWA from Oak Ridge National Labs. Are the emissions calculations accurate enough to say whether one signal timing plan produces less pollution than another based on a certain number of model runs?
