I have a 4 legged intersection with a northbound through/right (Phase 2), a southbound through (Phase 4) and an eastbound through/left/right (Phase 4). There is no westbound traffic. I am trying to model an exclusive pedestrian phase (I want all the directions to turn red at once so the peds can effectively cross diagonally). I entered it into Synchro as it's own phase (9). It looks correct in Synchro, and I entered the number of expected pedestrian calls per hour, but when I ran simtraffic no pedestrians crossed, and the intersection never went to all red.

Any suggestions of what I might be missing here?

Check your Walk Time for your phase in the Phasing Settings window. You may want to check your recall mode too.

I've tried none and I've tried ped recall. I don't want it to come up every phase, only randomly when the button is pushed. Ped recall brings it up every phase, and when it's on none it never comes on.

The walk time is fine, it's 23 seconds

I would make sure that the "Pedestrian Phase" option for all of the other phases (except the exclusive pedestrian phase) is turned off.
