I'm analysing the application of michigan left turn configuration in a series of intersections. We use the HCS report to report the LOS and delay at median U-turns. For that purposes I'm modeling the u-turn as a left-turn and for simtraffic purposes I'm modeling it as u-turn. The problem that I'm experiencing is that the delay that is reported in simtraffic does not match the delay reported in the HCS report from Synchro. For example, one of the u-turns, Synchro reports a delay of 43.2 seconds and simtraffic reports 15.8 seconds. I checked the manual and supposedly the delay from simtraffic should correspond to the delay in HCS. Any thoughts about this difference?

When you say HCS, you mean HCM report from Synchro. HCM is a manual and HCS is another software.
You can code u turns in Synchro but not in HCS.
I am not surprised to see different results from Simtraffic and Synchro.
SimTraffic and Synchro are almost two different softwares (even though Synchro is the input interface for simtraffic)
