Can anyone tell me if SYNCHRO/SimTraffic would give appropriate results for off-ramp (diverge)for a highway segment? or is VISSIM better for this purpose?

The chapter 2 in the Help pdf/Users' Guide gives good directions on how to modify an intersection to behave like a ramp. However, I wouldn't use synchro for a diverge analysis. Go with your Vissim if you have to model it.
