Hello!

I'm just wondering how ICU Level of Service is working. I have four-leg intersection without traffic lights and ICU Level of Service is A. Anyway I wanted to reduce queues from east, which are 50-60m maximum, so I build left turning lane from east to the intersection. After that traffic seems to work better, but ICU Level of Service is C. How it's possible, when traffic is more smooth ICU Level is worse?
