Is there any way to determine the roadway level of service form synchro.

Scenario:
I have about 11 intersections and based on the co ordination factor they need to be co ordinated. The exisitng condition of the roadway is operating at the standard level of service and based on the actual signal timing data the intersection are also the same.
I did calculate the future year tmcs and re did the synchro analysis and optimised the intersections and they work perfectly fine. actually they are awesome.

The problem with that i have is is there any way to optimize the intersections with the criteria that all the intersections should be having the same cycle length. the other thing is based on the optimization the intersections work fine but when i run a ART-PLAN analysis for this roadway using the results of the synchro the roadway fails. so thing is there any way to determine the roadway operations conditions from the synchro run.

any help regarding this is highly appreciated.
