Is there a way to eliminate individual report rows like 'Flt Permitted' and 'Headway Factor'? I know I can eliminate and add groups od them, but it would be nice to do it on an individual basis. Thanks

No way to eliminate single items, just groups as you have discovered.

I suppose there is one option. You can use the Save-Text and export your report to a file. You could then edit the report with a text editor or spreadsheet. But then it won't have the format of a Synchro report, just the text output.

I do understand the idea on this. However, some think that there are too many ways to turn things off and on as it is. There are some that feel that everything should print out so things don't get hidden. I know that's not the intent of the question, but that's one of the challenges.
